The present assignment will contribute to the objectives of the Promove Comércio programme:

  • To improve Government coordination and implementation of the EPA and WTO TFA trade facilitation reforms.
  • Promote EPA trade opportunities among investors.

 

EXPERTISE REQUIRED

Expert 1: Team Leader International Trade Expert (Category 1)

The following requirements should be met:

  • Education at least Master’s Degree or equivalent professional experience in economics, or international trade, or business administration or other relevant topics
  • At least 12 years expertise of international trade agreements
  • Some professional experience in Sub-Saharan Africa
  • Demonstrated knowledge of trade agreements is required; knowledge of the SADC Economic Partnership Agreements or EPA of another region is preferable
  • Experience of similar assignments
  • Prior experience as Team Leader is required
  • Good communicator, experienced leader and moderator
  • Excellent English skills
  • Knowledge of Portuguese would be an advantage but is not a requirement; priority will be given to meeting the technical skills required above. Nonetheless basic level of understanding (listening) of Portuguese would be an advantage.

 

Expert 2: Customs specialist (Category 1)

The following eligibility requirements should be met:

  • Education at least Master’s Degree or equivalent professional experience in economics, or international trade, or business administration or other relevant topics
  • At least 12 years international experience of working on trade issues in developing countries
  • Some professional experience in Sub-Saharan Africa
  • Demonstrated experience and knowledge of customs issues, border processes, specific trade facilitation aspects is required
  • Knowledge of WTO TFA would be an advantage
  • Experience of similar assignments
  • Good communicator, excellent drafting and planning skills
  • Excellent English skills
  • Knowledge of Portuguese is not a requirement; nonetheless basic level of understanding (listening) of Portuguese would be preferred.

Expert 3: Business associations expert (Category 2)

The following eligibility requirements should be met:

  • Education at least Master’s Degree or equivalent professional experience in economics, or international trade, or business administration or other relevant topics
  • At least 6 years professional experience
  • Experience in supporting professional/commercial/advisory bodies, namely Chambers of commerce
  • Experience in working with business associations, experience in capacity building for business associations
  • Experience of providing technical assistance, training, networking for business associations/business networks, policy planning processes, action plans
  • Knowledge of private sector investment issues, preferably also of private sector in Sub-Sharan Africa
  • Good communication and facilitation skills
  • Excellent English skills
  • Knowledge of Portuguese would be a strong advantage but is not a requirement, nonetheless basic level of understanding (listening) of Portuguese would be preferred.

 

Expert 4: Communication expert (Category 3)

The following eligibility requirements should be met:

  • Education at least Master’s Degree or equivalent professional experience
  • At least 3 years of experience of working with Governments or business associations on relevant topics
  • Experience in organising events and producing communication materials is essential
  • Effective communication and reporting skills
  • Excellent Portuguese skills and fluent English skills are required

 

Expert 5: Labour, gender, vulnerable issues specialist (Category 3)

The following eligibility requirements should be met:

  • Education at least Master’s Degree or equivalent professional experience in economics, or business administration, or employment policies or other relevant topics
  • At least 3 years of experience of working on labour issues, labour market policies, the Decent Work Agenda of the International Labour Organisation and inclusive employment, design of projects integrating employment of vulnerable groups (including gender issues, youth and other relevant groups)
  • Additionally, experience of working on projects which address both trade and employment issues would be an advantage, but it not a requirement. The requirement is knowledge of labour issues and how to integrate those in projects.
  • Experience in Sub-Saharan Africa would be an advantage
  • Effective communication and reporting skills
  • Excellent English skills
  • Knowledge of Portuguese is not a requirement; nonetheless basic level of understanding (listening) of Portuguese would be preferred.
